Sybase has a fabulous product in PowerBuilder. It is a shame that developers are under pressure to move away from it. Your note that there may not be enough PowerBuilder developers is a chicken and egg problem for Sybase.
Sybase needs to be agressive in several areas to reverse the tide.

The OpenVZ project has introduced a website (http://openvz.org) to freely distribute and offer support to the open source project promoting operating system virtualization through a collaborative, community effort. OpenVZ.org, in limited production since September, provides full access to the OpenVZ virtualization software, plus installation instructions, additional documentation as well as access to different support options that are available, including online chat. OpenVZ.org will now also provide a participation platform for feedback, shared experiences, bug fixes, feature requests and knowledge with other users.
"The OpenVZ website is an open door to our operating system virtualization software built on Linux," said Kir Kolyshkin (pictured), manager of the OpenVZ project. "We hope many, many users will benefit from our virtualization software, which helps increase server utilization." OpenVZ is operating system level server virtualization software technology, she said, built on Linux, that creates isolated, secure virtual private servers (VPS) on a single physical server -- enabling better server utilization and better availability with fewer performance penalties. The virtual servers ensure that applications do not conflict and can be re-booted independently.
OpenVZ software says it serves the needs of the community developers, testers, documentation experts, and other technology enthusiasts who wish to participate in and accelerate the technology development process.
OpenVZ, supported by Moscow-based company SWsoft, is a subset of the Virtuozzo virtualization software product. Virtuozzo is SWsoft’s virtualization and automation solution built on top of OpenVZ. Differently from OpenVZ, Virtuozzo is developed and designed to run production workloads in 24×7 environments and provides significant improvements and additional functionality in the areas of stability, density, management tools, recovery, and other areas.

Similar virtualization techniques are available for a long time now. Linux-VServer (http://linux-vserver.org) is a free alternative with no hidden commercial agenda used by many 'former' customers.
